The city council where I live recently changed local ordinance so that "all costs and expense incident to the installation, connection, and maintenance of the building sewer to the public sewer connection shall be borne by the owner." Previously, the city maintained at it's expense that portion of the building sewer from the public sewer to near the lot or easement line.
